On 17 September 2026, a delegation from the British Chamber of Commerce Shanghai (BritCham Shanghai), led by Chair Edward Weeks and joined by Vice Chair Anthea Wang, Policy Advisor Christopher Dunn MBE, and Committee and Advocacy Manager Eloise Zhang, met with the Shanghai Municipal Commission of Commerce (SCOFCOM) and Invest Shanghai.

Chen Hao, Vice Chairman of SCOFCOM, welcomed the delegation and highlighted SCOFCOM’s close attention to the investment and development of British Businesses in Shanghai. He outlined relevant policies under China’s 15th Five-Year Plan and Shanghai’s priorities for the coming period, reiterating the city’s commitment to advancing high-level opening-up and supporting foreign-invested enterprises in their development and integration into the local economy.

Edward Weeks introduced the Chamber’s history, membership, and core areas of work, and thanked SCOFCOM for its longstanding support. He noted that the Chamber had restructured its committees this year to better align with the UK’s Modern Industrial Strategy and China’s 15th Five-Year Plan.

The BritCham Shanghai delegation conveyed key policy priorities and perspectives collected from member companies, highlighting the most important topics that businesses have raised through the Chamber’s committees and regular engagement with members.

The discussion also covered how British businesses are navigating the Chinese market’s ongoing transformation, with BritCham Shanghai’s representatives sharing insights from their respective industries and outlining areas where further government support and engagement would be welcomed.

The growing international expansion of Chinese enterprises was also on the agenda, and the complementary strengths of UK professional services were highlighted as an area for further commercial collaboration.

In his closing remarks, Chen Hao emphasised that the continued improvement of Shanghai’s business environment is shaped in part by the needs and feedback of businesses. He noted that foreign-invested companies also bring new business models to the market, encouraging Shanghai to benchmark against international practices and further strengthen its institutions and systems.

The meeting concluded with a shared interest in maintaining close communication and supporting the continued development of UK businesses in Shanghai.

BritCham Shanghai remains committed to acting as a bridge between the business community and local stakeholders, providing an effective platform for members to engage with Shanghai authorities and local enterprises, convey their perspectives and facilitate opportunities for growth.
